Oh, the nostalgia of GTA San Andreas! But here's the thing - you can't actually make phone calls in the game. The closest thing you'll get is answering calls during certain missions, which happens automatically. No dialing or prank calling, sorry!

You don't. San Andreas doesn't let you dial out. Only incoming calls trigger at specific points in the storyline.
