Hot take, but why make a Pokemon card vending machine when you can store and display them in a cool binder? Less hassle, and you get to see your collection all at once.

Made one for my little brother's birthday! I used an old cereal box and some LEGO pieces for the internals. Basically, the LEGO gears created a simple push mechanism that dropped a card out every time he turned a crank. It wasn't perfect but hey, it worked and he loved it!
