To make a torpedo bay in Subnautica, you need to have the Prawn Suit first. Then, fabricate the Torpedo Arm Upgrade at the Vehicle Upgrade Console in the Moonpool. Easy peasy!

I've built dozens of these! Just get the Prawn Suit blueprint, use Vehicle Upgrade Console, make the Torpedo Arm, and equip it. Fish kaboom!
