Go to Build Mode, choose some stairs, and place them to connect the floors. Then, make sure to add a floor on top and start building your second floor!

To make an upstairs in Bloxburg, first, go into Build Mode. Choose a staircase from the Build section, then place it where you want it. After that, go to the second floor by clicking the 'Level Up' button, and start building your rooms and walls. Easy peasy!
