Making an Arceus card? Just photoshop it! Easy peasy. But don't try passing it off as real; everyone will know.

Honestly, you can't 'make' a real Arceus Pokemon card like the ones you buy or trade. The Pokemon Company handles all that. If it's for fun, go ahead and design one online, but you won't be able to use it in any official games or competitions. It's all about collecting and playing with the real deal in the Pokemon TCG community.
