To make exploding bullets in Terraria, you gotta visit your friendly neighborhood Arms Dealer after you've defeated a Goblin Army. Make sure you've got an Empty Bullet, which you can buy directly from the Arms Dealer, and some Explosive Powder, which you get from the Demolitionist. Mix them together at a Workbench, and boom! You’ve got yourself some exploding bullets to wreak havoc with.

Just buy Empty Bullets and get some Explosive Powder. Craft 'em at any Workbench. Easy peasy.

Honestly, exploding bullets are overrated. Regular bullets get the job done and save you the trouble of extra crafting.
