Use the pickaxe to dig and the hoe to level. Pro tip: Find a high spot, dig down to desired level, and then use hoe to spread the flatness.

Equip the hoe and use the 'Level Ground' option to make your terrain nice and flat. Start from the lowest point you want and work your way outwards.
