Just start placing blocks and hope for the best. Honestly, sometimes the random stuff turns out to be a masterpiece. Plus, if you mess up, it's just a matter of breaking blocks to fix it.

As someone who's spent way too many hours on both pixel art and Terraria, my top tip is to use single blocks of colors first to outline your art. Once you've got the outline and basic colors down, add shading and details. It's way easier to get the proportions right when you're not worrying about the details from the start.
