First, you need to find the Drill Arm fragments in the Blood Kelp Zones or the Koppa Mining Site. Scan two of them, then head to the Vehicle Upgrade Console in your Moonpool or a Fabricator in the Cyclops to craft it using 1 Lithium, 1 Diamond, and 5 Titanium. Happy drilling!
