You gotta build a Workshop first. Then, just head there and craft them using your resources. Easy peasy!
To craft suppressors in State of Decay 2, you'll need a workshop at your base. Once you have that, go to the Workshop menu, and you'll see the option to craft suppressors under 'Craft Explosives and Ammo'. Make sure you have enough resources!
