From personal experience, using the voice lines at the right moment can seriously tilt the other team. Just a quick '.' or ',', select your line, and watch as the enemies lose their cool because your agent won't stop saying their catchphrases. It's strategic... kind of.
Just hit the '.' or ',' keys to bring up the comm wheel and choose a line. EZ.
Honestly, I find it kind of pointless to make them talk. I'm here to shoot, not chat.
