To mill rice in Stardew Valley, you first gotta build a Mill through Robin at the Carpenter's Shop. It costs 2500g, 150 Stone, 50 Wood, and 4 Cloth. Once built, chuck your Unmilled Rice into the Mill, and voila, in a couple days, you'll have yourself some Rice!

If you're like me and hate waiting, milling rice might test your patience. But it's worth it. Got my Mill, threw in my Unmilled Rice, and got busy with other farm stuff. Two days later, I had more rice than I knew what to do with. Totally changes the game if you're into cooking or just wanna make extra cash.
