To open the developer console in Subnautica on PC, press F3 to bring up a menu, then F8 to unlock the mouse. Uncheck the 'Disable Console' option. Press Enter or ~ to open the console!

I had to press F3, then F8 to unlock the mouse and uncheck 'Disable Console,' then hit Enter. Easy peasy!
