You have to have Hearts to open fire chests in MK11. Get them by doing Fatalities, Brutalities, or grinding some specific challenges.

I've opened a bunch of fire chests in MK11 myself. Just grind out some Hearts by doing Fatalities and Brutalities, go to the Krypt, and voila! The fire chest is yours.
