Just press the '9' on your screen. If nothing happens, you prolly forgot to equip it first. Classic mistake.

Protip: Make sure you're actually high enough when you try to open it. Jumping off your garage won't cut it. Equip, jump, and tap '9'. That's the thrill of flight in GTA San Andreas.
