From my experience, the best way is to keep gifting them gold, sign treaties, and when they really love you, go for the confederation proposal. Worked like a charm for me!
Pretty simple: increase your diplomatic standing with a faction, offer a non-aggression pact, trade deals, and alliances, then propose a confederation when they like you enough. Get your charm on!
