Just walk up to Chop and press the right button when it pops up. He's a good boy, deserves all the pets.

I pet Chop all the time! Best part is when he does tricks after. Just make sure you're at Franklin鈥檚 place and look for the prompt to interact. Chop needs the love.

To pet Chop in GTA 5, first, make sure you're at Franklin's house where Chop hangs out. Approach Chop, and you should see a prompt to interact with him. On consoles, it's usually a button like right on the D-pad. Just follow the prompt, and voila, you're petting Chop!
