Honestly, it's all about clicking the wall with the wallpaper. If it's not sticking, you're probably trying to place it on the natural game background, not a player-placed wall. Always works for me!
Placing wallpaper in Terraria is super easy once you get the hang of it! First, make sure you have some wallpaper in your inventory - you can buy it from the Painter NPC after you've got him housed in your world. Then, equip the wallpaper and use it on a wall in your home by clicking on the wall with it. Remember, it won't work if you try to put it on the background of the world, only on placed walls!
I never bother with wallpaper, torches are my go-to decoration. Simple and bright!
