Finish the game and then enter the cheat code Up, Left, Down, Right, Up, Left, Down, Right at the main menu to unlock Kitana.

Just beat Shaolin Monks on any difficulty and Kitana becomes available. Easy peasy!

To play as Kitana in Mortal Kombat: Shaolin Monks, you need to unlock her first! Complete the main story mode, then go to the Kontent menu and you can find her under the secret characters section.
