From my experience, just hook up a second controller, start the game, and have Player 2 press any button to join as Tails. Works like a charm!

To play co-op in Sonic Mania, just connect a second controller, then have Player 2 join in as Tails. Player 1 controls Sonic, and both can explore the levels together!
