Honestly, just get BlueStacks. It's kind of the gold standard for playing mobile games on PC. Install BlueStacks, find One Piece Treasure Cruise in the app search, and download. Easy peasy.

First, you'll need an emulator like BlueStacks or NoxPlayer. Download and install one of these on your PC. Then, open the emulator and search for One Piece Treasure Cruise in its Play Store. Download it within the emulator, and you'll be setting sail with Luffy and the crew from your PC in no time!

Imo, if you're not playing on mobile, you're missing out. BUT if you must, NoxPlayer works well for One Piece Treasure Cruise. Similar process to BlueStacks, but some prefer its features.
