It's super easy! Just connect both devices to the same Wi-Fi, enable Adhoc in PPSSPP settings, match the IPs, and jump into multiplayer.

You'll need two devices running PPSSPP. Make sure both are connected to the same Wi-Fi network. Enable WLAN (Adhoc) mode in PPSSPP's settings and set up the same Adhoc server IP on both devices. Then, start the game and head to the multiplayer mode. Select your fighters and brawl away!

I've done this with my friend. Grab two devices with PPSSPP, connect to the same Wi-Fi network, enable Adhoc mode, and make sure the IPs are the same. Launch Tekken 6, go to multiplayer, and fight!

Two devices, same Wi-Fi, Adhoc mode on. Then game on!

You need PPSSPP on two devices. Connect them to the same network, use Adhoc mode, and ensure the IPs match. Then, just enjoy the game in multiplayer mode.
