To bring up your phone in GTA 5 on Xbox, just press up on the D-pad. It's your gateway to all those in-game apps and contacts, pretty much like in real life but without the monthly bill!

Seriously, just hit the up arrow on the D-pad. If it doesn't pop up, you might be in one of those rare moments in the game where using the phone is a no-go.
