Buy a Habitat Builder, construct a room (like the Scanner Room), and power it up with something like a Bioreactor. The room will automatically fill with oxygen as long as it has power!

Super easy! Just build a base compartment (like a Multipurpose Room) and slap a Hatch on it. Add a Solar Panel or any power source to your base, and voil脿, oxygen everywhere!
