You need to use Power Cells to recharge your submersibles. Just find a Power Cell Charger, or bring some extra Power Cells with you!

Get to a Moonpool with the Vehicle Upgrade Console. It can automatically recharge your sub when you dock it.

Swap out the old Power Cells for new ones. Easy peasy.
