From my experience, just go to Google Play or App Store, find your purchase history, and request a refund from there. Easy peasy!

You gotta contact the platform where you made the purchase (Google Play or App Store). They handle all refunds for the game.

You need to contact the App Store or Google Play support. Refunds are managed by them, not directly by Rise of Kingdoms.
