To become an MC President in GTA, you first need to buy a clubhouse from the Maze Bank Foreclosures website in the game. Once you've got your clubhouse, walk into the icon on the map that looks like a little motorcycle to enter your clubhouse, then access the meeting room. Here, you can sit down at the table and you'll be prompted to register as an MC President. Easy peasy and you're the boss now!

Just buy a clubhouse, dude. Then hit the interaction menu and you'll see the option to register as an MC President. Bam, instant biker boss!
