Oh, trying to get rid of all that pesky H2O in Los Santos? No official in-game feature for that, but mods are your best friend here. Check out mods like 'No Water + Tsunami + Atlantis' on popular modding sites. Just make sure you're doing this on PC - console players are outta luck here, and always remember to backup your game files before you mod away!
