Just delete the 'undertale.ini' file in the game's installation directory! Path should be something like C:\Program Files (x86)\Steam\steamapps\common\Undertale.

I've done this: Go to C:\Users\[Your Username]\AppData\Local\UNDERTALE and delete all the files in there. Worked like a charm for me!
