Honestly, sometimes it's cheaper to just let them stay dead. Especially if they were low level. Save those Caps for upgrading your rooms or opening Lunchboxes!

Reviving a dead person in Fallout Shelter is actually pretty simple! If one of your Dwellers dies, you can bring them back to life by tapping on their body and paying a certain amount of Caps. The cost depends on their level, so the higher the level, the more Caps you'll need. Make sure you've got enough Caps saved up for these emergencies!
