Just head over to your profile, click the menu (those three lines at the top right), select 'Privacy', and then tap on 'Blocked accounts'. Voilà, the list of blocked users!

Open TikTok, go to your profile, tap on the three dots, select 'Privacy', and there you'll find 'Blocked accounts'. Pretty straightforward!
