You can't directly see the highest leveled person in Toon Blast because the game doesn't have a global leaderboard for all players. Your best bet is to look at the leaderboards within your own team or in the global teams rankings to get an idea of high scorers!

First-hand experience speaking, there’s no official way to see the highest leveled person globally. I tried finding this out myself and ended up just focusing on advancing my own game and competing with friends. More fun, less stress!
