To set loadouts in The Division 2, open your inventory, select the 'Loadouts' tab, then customize and save your gear, weapons, and skills setup. Easy peasy!

From my experience, the best way to set loadouts is to first optimize each piece of gear and weapon, then save it in the loadouts tab. Happy hunting, agents!
