Make sure you have both Teknoparrot and the SFIV arcade dump. In Teknoparrot, click 'Add Game', find the SFIV .exe, and configure your inputs. Easy peasy!

I've set it up myself. Just download Teknoparrot, grab the SFIV arcade files, choose the SFIV .exe in Teknoparrot, and configure your controllers. It worked like a charm for me!
