As someone who's done this: power up, skip all network prompts, and select 'offline' when it asks about internet connection. Easy peasy.

You won't need the internet to get started! Just skip WiFi settings during setup, and you'll be prompted to use offline mode.

Luckily, you can set up your Xbox Series X offline. Just turn on the console and choose 'go offline' when prompted during setup.
