Depending on the character you're playing, the input might vary. For Ryu and Ken, it's down, down-forward, forward + punch.
Forget the fancy terms, just move the joystick from down to forward quickly and hit punch. Boom, fireball.
From my experience, practice makes perfect. Start with Ryu鈥攓uarter circle forward and punch. Ironically, it's easier than it sounds!
