To shoot in GTA San Andreas on PC, you just gotta right-click to aim and then left-click to shoot. Simple as that! Make sure you have a gun equipped though, running around clicking won't do much without some firepower in your hands.

Just aim with your right mouse button and click the left one to fire. And keep an eye on your ammo!
