To keep those pesky harpies away, you'll wanna build your base lower than the sky layer. Harpies spawn in the sky and high up near floating islands. If your base is on the ground or just not too high up, you should be good. But hey, if you've got a sky fortress or something, consider putting up layers of blocks over your head or create an enclosed space. Those feathered fiends can't spawn where they can't fit!

Just build underground, dude. Harpies can't spawn if you're not in their territory – the sky. So, if you're not about that sky life, dig down and enjoy a harpy-free existence.

Okay, so you can't technically 'stop' harpies from spawning in the sky areas, but you can minimize the risk by avoiding building near sky islands or too high. Also, use walls and keep your sky bases compact to give them less room to spawn. It's like, if you don't invite them, they can't crash your party!
