You can change the launch options in Steam. Right-click TF2, go to Properties, and add '-dxlevel 90'. This switches you to DirectX 9!

In my experience, the quickest way was editing the launch options. Go to Properties in Steam, click 'Set Launch Options,' and enter '-dxlevel 90'. Restart and enjoy better graphics!
