You can't switch characters whenever you want. Gotta unlock 'em first by progressing through the story. Once you've done that, just pop open the menu and pick your pirate!
Actually, I kinda prefer sticking with Luffy. His Gum-Gum abilities are too fun to give up. Why switch?
