In Tales of Vesperia, during battle, you can switch characters by opening the menu with the d-pad and selecting the 'Strategy' option. Assign the character you want to control to one of the directional buttons!
Pause the game, go to the menu, and change your party's formation. Pick the character you wanna control and put them in the first slot. Bam, you're good to go!
In my experience, just pressing the d-pad in battle and selecting the character you want to control works like a charm!
