From my experience, you can only switch characters at your home base or outposts. Just open the Community tab and choose a new character!

You can't switch characters on the fly in multiplayer. Head to a safe zone to make the switch!

To switch characters in State of Decay 2 Multiplayer, go to an outpost or base, open the Community tab, and select the character you wanna switch to!
