If you're on Steam, right-click Tekken in your library, go to properties, and in launch options enter: -windowed -noborder. Then drag the window to the monitor you want.

Hey there, just go into your display settings in Windows and set your preferred monitor as the primary display. Tekken will follow suit!

I had this issue before! Just hit Alt+Enter to go into windowed mode, drag the window to your desired monitor, and then Alt+Enter again to go back to fullscreen.
