Talking in Rec Room on Xbox is easy peasy! Just plug in your headset to your Xbox controller, and you're good to go. Make sure your mic isn’t muted, and check your Xbox settings to make sure voice chat is enabled. Rec Room uses party chat, so if you're in a party, you’ll automatically share audio with your party members.

Hold up, did you check your privacy settings? Sometimes the reason you can't chat is because of your Xbox privacy settings. Go into your Xbox settings, find Privacy & Online Safety, and then select View Details & Customize. You wanna make sure 'Communicate with voice and text' is allowed.

Just my 2 cents, but sometimes it’s your headset acting up, not Rec Room. Try a different headset if you’re having trouble. Worked for me when I thought I couldn’t talk to anyone.
