Just wait outside his room until he comes out. Best time? Around 3 PM. He usually grabs a smoke then. Simple.

To talk to Sebastian in Stardead Valley, first find him. He often hangs out in his room on the basement level of the Carpenter's Shop, north of town. He also spends time near the mountain lake and the Frogurt Shop. Once you find him, just walk up and press the 'talk' button. Remember, he's more likely to be out in the evenings and on rainy days, as he spends a lot of time indoors working on his computer.

Talking to Sebastian is like trying to catch a rare fish; you gotta be patient and know his favorite spots. Check the Carpentry shop's basement or by the lake on rainy days. Easy peasy.
