To chat it up with Svarog, you just need to progress through the main storyline. Eventually, the game will lead you straight to him. Just keep playing, and you'll get your chance to talk to the fiery dude!

Met Svarog myself by accident while blitzing through missions. Can confirm, just stick to the story, and you'll bump into him. The convo is part of the main quest, so you can't miss it unless you're trying to.
