To throw a Molotov in State of Decay 2 on Xbox, press and hold the left bumper (LB) to open your item wheel, select the Molotov with the right stick, and then aim with the left trigger (LT) and throw with the right trigger (RT). Burn, baby, burn!

It's simple! Xbox: LB + RT. PC: RMB + LMB. Go light up those zombies.
On PC, press the Tab key to open your inventory, select the Molotov, then aim with the right mouse button and throw with the left mouse button. Just be careful not to set yourself on fire!
Seriously, just use the quick select menu and throw with the trigger or mouse button. Easy peasy.
