From my experience, you just need to navigate to your Page settings, click on 'Page Roles,' add the new owner as an admin, and once they've accepted, you're done!
Just add the new owner as an admin in the Page Roles section of your page settings. After they accept, remove yourself if desired. Simple as that!
Changing Page Roles in settings works, but make sure the new owner accepts the admin role before you remove yourself. Admins have full control!
