All you gotta do is sign in with your Microsoft account on the new Xbox or at xbox.com, and boom! Account transferred!

Logged in with my Microsoft account on the new Xbox, and it worked like a charm. Everything from my Xbox Live was there—achievements, friends, the whole shebang!
