How to Transfer Ownership of a Facebook Page
I recently did this. You just need to go to your Page settings, click 'Page Roles', and add the person as an admin. They need to accept the invite, then you can remove yourself.

Hey, just head to your Page settings, go to 'Page Roles', and assign a new admin. Easy peasy!
Giving up control? Just add the new admin under 'Page Roles' in settings, then remove yourself. Done and done!
